Health secretary Yashpal Garg began his round at 11pm. Manimajra civil hospital was the first stop. Emergency medical officers and other staff were found working, but most were without face masks.
ESI Hospital at Ram Darbar came next. Emergency medical officer was sleeping in an adjacent room. She was called to the emergency. The Xray machine was found nonfunctional, with a patient being asked to get his X-ray done from GMCH. Garg found plaster coming out from the ceiling near a bed in the emergency and a patient was shifted to another ward. Security guards deployed at hospitals, engaged through an outsourcing agency, complained they had not been paid their salaries since February.
After midnight, Garg reached GMCH. He observed supervisor of the security guards was busy on his mobile and not bothered about people coming in and going out of the emergency. Similarly, emergency medical officer was busy with her mobile in a nearby room. He found an attendant had brought five to six people along with him in the emergency.
Garg visited hospital oxygen plant and spotted two cars parked in front of it and people consuming liquor. They were asked to leave. Later, the SSP was informed about their car registration numbers.
Garg then visited Sector 45 civil hospital and Sector 22 civil hospital and doctors were available there. He then went to Government Multi-specialty Hospital, Sector 16, and found medical officer attending patients. The inspection ended at 2am.
