Punjab: SIT summons Parkash Singh Badal in Kotkapura firing case | Chandigarh News


CHANDIGARH/BATHINDA: The three-member special investigation team (SIT) of Punjab Police, headed by ADGP-cum-director vigilance bureau L K Yadav, has summoned former chief minister Parkash Singh Badal on June 16 for interrogation in the Kotkapura police firing case of October 2015.
As per sources, the SIT has summoned Badal at 10.30 am on June 16 at the PSPCL guest house in Phase-8 of Mohali. Badal was the chief minister of Punjab in 2015 during the firing incident. He has been interrogated by the previous SIT headed by then ADGP Prabodh Kumar too in the case in November 2018.
The Punjab government had on May 7 constituted the three-member SIT, also comprising Ludhiana police commissioner Rakesh Agarwal and DIG Faridkot range Surjeet Singh, to probe two FIRs (dated Oct 14, 2015, and Aug 7, 2018) in connection with the Kotkapura police firing incidents. The Punjab and Haryana high court has given six months to the SIT to submit its report.
Meanwhile, even though the SIT issued summons to Badal on June 9, party leaders are attributing this to the alliance declared with Bahujan Samaj Party (BSP) on June 12. According to them, a flustered Congress is trying to defame the political veteran.
SAD leaders also asked how the summons reached the public domain despite high court directions to the contrary. Although the alliance was declared on June 12 and the summons issued on June 9, talk of the alliance had been doing the rounds. The SAD has not made it clear whether Parkash Singh Badal will appear before the SIT or not.
SAD spokesperson Daljit Singh Cheema said, “The timing of the summons points towards the ill intentions of the Congress government. The day the SAD entered into an alliance with the BSP, the summons to party patriarch came to fore. Leaking of the summons is also against the directions of Punjab and Haryana high court.”
Cheema said the court quashed investigations conducted by the previous SIT with the observation that the mere fact of a chief minister talking to officials in the backdrop of a situation where law and order has been disturbed, would not be sufficient to infer his conspiracy to kill or injure anybody through firing by the police at protesters, unless there is some other material collected by the investigating officer to establish prior meeting of minds for conspiracy and then directly linking the chief minister to such conspiracy. No material has been collected to suggest direct linkage of the chief minister to any conspiracy except the call records, he said.
Cheema also said that the summons move was premediated as ministers had been claiming that the Badals would be named by the new SIT. This “politically motivated move” is a “chair saving step” as SAD-BSP is expected to win majority, he alleged.
After 31 months, the SIT led by ADGP L K Yadav probing Kotkapura case of October 14, 2015 has sent summons to Badal to appear on June 16. Badal senior has been asked to reach PSPCL Rest House at Phase 8, Mohali at 10.30AM on June 16. This is the second time that Parkash Singh Badal has been summoned in the case. The previous SIT headed by ADGP Parbodh Kumar with IG Kunwar Vijay Pratap Singh as senior member, called him on November 16, 2018. On Friday, the SIT had moved an application in Faridkot court seeking permission to conduct narco analysis, polygraph and brain electrical activation profile (BEAP) of former DGP Sumedh Singh Saini, suspended IG Paramraj Singh Umranagal and former SSP Charanjit Singh Sharma.
